I'm fairly sure S4 will go another way if it happens, yes, mostly because it's a show called Torchwood that's about fighting aliens and not about the aftermath of CoE (and rightfully so), but that's why we have fanfiction really, to write about the possible scenarios, to play with interpretations we won't see on screen, so am glad to hear this works as one possible scenario for you. And I think Gwen is over Jack, in that she still loves him, because I don't think you can stop loving Jack Harkness, but there isn't that pull anymore because she's lived her own life, and, as I said in other comments, I think she's over him in ways the rest of the original Team Torchwood of canon never could have been, there lives too intertwined with Jack and Torchwood and mostly Jack as Torchwood. That makes Gwen interesting for me as a character, that she's always related differently to Jack than the rest of them.
