This is certainly only one possible scenario, one possible interpretation of what could happen. If there is a series 4, I'm 99% certain it will play out differently, mostly because the series is called Torchwood and is about fighting aliens, not about coping with CoE. But as an alternative viewpoint, I think this is one possible scenario. Jack letting go of Torchwood or not, again, both interpretations are certainly possible and equally intriguing in fiction. There is never only one truth when you write, there are only different options and different interpretations, and they can all work.
